Hawaii Department of Transportation
Ed Sniffen is responsible for a unique highways system that stretches across six islands and is over 2,000 miles away from the contiguous United States. To ensure Hawaii’s highways system has improved ability to withstand, respond to, and recover from future disruptions, Ed has set policy to include resilience in all phases of our program. Ed also serves as the Chair of the AASHTO Committee on Transportation System Security and Resilience (CTSSR).

Pat Bye is an established national expert on transportation resilience, critical infrastructure protection, emergency management, security, and cyber security with more than 15 years of experience consulting to federal, state, and local transportation agencies. She has more than 30 years of strategic planning experience and a broad technical and management background in operations, communication, and technology.

Ms. Matherly brings more than four decades in transportation, supporting many TRB, FHWA, state, local and private sector projects. For the past twenty years, she has led research and practical applications focused on transportation that is multimodal, equitable, and resilient, for emergencies and every day. She currently leads three separate TRB projects within this nexus.
